The project is currently under discussion and would be composed of Ukrainian and foreign capital.
Volodymyr Omelian, Minister of Infrastructure of Ukraine, announced on the television channel Expresso TV the project consisting of the creation of two new airlines made up of Ukrainian and foreign capitals, which would begin operating next year.
“They will have 49% foreign and 51% Ukrainian capital to enable them to operate domestic flights in Ukraine. They are carefully analyzing the market. They should feel 100% protected and believe in the state because significant investment is involved”, said Volodymyr Omelian.
In addition, the creation of a low cost airline in Ukraine was already discussed in 2017:
“Creation of a new airline in the low-cost segment will allow reversal of the situation (referring to the monopolization of the market in the country by a single operator). I hope that we will register it in the autumn. Investment in it will be private: 51% Ukrainian and 49% foreign. The structure should be such because only companies with Ukrainian registration can operate domestic flights,” said the minister of infrastructure in the month of July.
Meanwhile, a third airline would join the Ukrainian aeronautical market. This is Pegasus Airlines, a low cost company based in Turkey, which requested in June 2017 the registration as a Ukrainian airline to the State Aviation Service of Ukraine, in order to establish a subsidiary in the country and be able to make domestic flights . The airline would fly under the name of Pegasus Airlines Ukraine.
They are joined by SkyUp, an airline already created in mid-December, made up of 100% private capital, which starts flights in April within Ukraine and adding some international destinations such as Dubai, Barcelona and Larnaca in the rest of the year.
